Health manpower problem has become one of the priority policies of government because it has a very large contribution to the success of health development. Presidential Instruction No. 1 Year 2010 on the Acceleration of the Implementation of National Development Priorities in 2010 placed greater emphasis on strategic placement of health workers in remote, underdeveloped, border and island (DTPK) in enhancing the equity of community access to quality health services.
It was announced by Head of Health Human Resource Development and Empowerment (PPSDM) Board, Dr. Giatno Bambang Rahardjo, MPH when meeting with media, Friday, August 13, 2010 at the Ministry of Health.
Dr. Giatno Bambang added that Presidential Instruction No 3 Year 2010 of The Equitable Development Program described the handling of priority health problems ranging from mapping the needs of health personnel and the percentage increase in the formation of health personnel should be provided for DTPK.
Regarding two related policy and background, the Ministry of Health has made concrete steps for implementation.
Efforts to increase the number of strategic health workers in each health center and hospitals in DTPK done through the mechanism of medical staffing and PTT midwives as well as a special assignment mechanism. To support the needs of health personnel in health centers in DTPK, Ministry of Health placing medical personnel and health personnel and midwives PTT special assignment Diploma III graduates, among others, the nurse, sanitarian / environmental health, nutrition workers, health analysts, and pharmacy staff, said Dr. Bambang Giatno.
According to Dr. Bambang Giatno, until August 2010, for 257 centers in 35 DTPK District, has been recruited and placed 346 doctors and dentists PTT, PTT 140 midwives, 303 health personnel a special assignment (293 active health personnel). While for the hospital, has placed 98 senior residents in the district hospitals in need. Special Assignment senior resident still strived to be increased in number since the majority of these district hospitals in terms of availability of specialist medical staff still do not meet national standards for the class C.
In relation with the things above, Ministry of Health cooperating with the 13 Faculty of Medicine, State University who have a specialist program of providing educational assistance to participating physician education program specialist / specialist dentists (Ministry of Health Regulation RI No 535/Menkes/Per/VI/2008) and assignment of resident senior to the district hospitals in need, especially in DTPK.
Dr. Giatno Bambang said the main obstacle in the effort to improve the availability of health personnel both in the number, type, and equitable distribution is the unavailability of accurate data which is the basis for calculating the estimated needs of health personnel to health care facilities. In 2010 Ministry of Health cooperation with the Provincial Health Officehas conducted mapping efforts and the availability of health personnel needs in the government health service facilities including hospitals and health centers. Until now 90% of the 495 districts / cities have submitted data state health personnel.
While the obstacles in its implementation Dr. Bambang Giatno explain the certainty of the budget provision for the continuation of the program implementation, coordination in the implementation still needs to be improved between Ministry of Health associated with cross-ministry and between central and local. Other constraints of local government commitment has not been fully realized, especially in the provision of adequate health facilities and meet the standardization.
For plan ahead there is an increasing number of health personnel assigned to the DTPK. Targeted placement of health personnel at end of year 2010 reached 1200. The problem of mapping data will be processed and confirmed re-sampling to 60 districts / cities to measure the accuracy of the data in order to obtain the results of calculations based on the needs of actual conditions in the field, added Dr. Bambang Giatno.
