Today, (May 04, 2010), State Lady, Hj. Ani Bambang Yudhoyono accompanied by Minister of Health, dr. Endang Rahayu Sedyaningsih opened 1000 sub health center development. The event centered in Mawar Sub Health Center, Kelurahan Kelapa Indah. Tangerang City. In that chance, State Lady gave 5 ton breastfeeding meal in symbolic for 1000 sub health center to Mawar sub health center and had a dialogue with health center leader. After the event, State Lady visited Metadon Clinic, Kecamatan Cipondoh, Tangerang City.

Attended in that event, Governor of Banten, the head of National Family Planning Population Board (BKKBN), mayor of Tangerang, Activator team of Center and Local PKK, and the representative of sub Health Center leader, and family planning field officer from all parts of Indonesia.

Minister of Health in that chance reported that the existing of sub health center had a big contribution in achieving health development goals. President SBY statement in National Health Week, June 18, 2005 in Karanganyar had been welcomed by all parties and all community to activate sub Health Center in Indonesia. The statement contains of, reactive sub health center, check up pregnant woman at least 4 times, giving a complete immunization to infant, measure infant and baby every month, eliminate mosquito larvae by 3 M plus, keep environmental clean and follow family planning program.

The result was number of sub health center added so fast from 232.000 in 2004 become 267.000 in 2007. The result of Basic Health Research (RISKESDAS) 2007 showed about 74% utilize sub health center at least once during past 6 months. Meaning that sub health center attended by 13 million underfive every year to get basic health care, said Minister of Health.
Minister of Health added that analysis showed that the more children come to sub health center, the higher a complete immunization coverage, the higher underfive who get vitamin A capsule and the lower prevalence of mal nutrition. By come to sub health center in routine, mother knowledge level in children health maintaining will be better.

“So, sub health center actually had real function as an antry point all basic health service especially for baby, underfive and pregnant woman. Sub health center as a facility of community empowerment which was at first it has make progress so fast in health, whether it activity or target. Even in some sub health center had been integrated with growth and development service. Elderly people seub health center and others “, said dr. Endang R. Sedyaningsih.

Remembering the big role of sub health center in people empowerment , government will keep try to improve health center function and performance. In target, in 2014, 85% underfive come to sub health center to do health check up and maintain. ”If it is reached, health development goals will be achieved,” added Minister.

Minister of Health explained that to support sub health center’s preservation and development, Minister has introduced Alert Village. Alert village is a village whose community has an ability and a will to identify the existing health problem, and take control effort suitable to the existing potential. In alert village, people are leading to identify health problem simply, guiding about how to identify the existing potential and facilitated to arranger specific activity in village level.

According to minister, at this time, Indonesia has entered a new step in health development which has a more priority of promotive and preventive effort by keeping maintaining curative and rehabilitative effort. Meaning that health effort is prioritized to keep a healthy person to stay healthy and if there is a sick person, have to be treated immediately by developing a sufficient treatment service.

Health development is directed to reach target of National Middle Term Development Plan 2010-2014, that is the increasing of life expectancy age become 72 years olsd, the decreasing infant mortality rate become 24 per 1000 life birth, the decreasing of post partum mother death rate become 118 per 100.000 life birth, and the decreasing of under nutrition prevalence to underfive become 15%

To reach that health development target, Ministry of Health had determined Health Development Vision that is “A Fairness and Independence Health People” by “5 taglines” that is People Pro, Inclusive, Responsive, Effective, and clean.

An inclusive tagline translation and comprehensive said, Health development has to involving all community component, including community organization, non government organization, and private, not only government. Meaning that, effort ofor to increase community health development was done through community empowerment, including private and civil community. One of realization from community empowerment is sub health center.

In that chance, Minister of Health underlines the important of family planning program revitalization. Outbreak movement not only effort of to decrease population number control but also to ensure the created of a quality children and family education.

Vary challenge and obstacle faced in effort of achievement that target, among others are unstructured of family planning in local area, the decreasing of family planning personnel quality and quantity, and unoptimalized community participation in implementing Family Planning Program.
